The Washington County Emergency Housing building was thoughtfully designed to meet the needs of its residents. Located on the Stillwater Government Campus, the two-story facility offers 30 units of temporary shelter, with an average stay of 60–90 days. Its central location provides easy access to vital services that help individuals successfully transition to permanent housing.
As the Owner’s Representative, Rockwise supported the County across all phases of planning, design, and construction. Our services included:
- Site & Project Planning 
 Reviewed site data and coordinated due diligence to inform early design decisions.
- Design Oversight 
 Advised on design options to align with project goals, budgets, and constructability best practices.
- Entitlement & Public Process Support 
 Participated in meetings with the city, watershed district, and public stakeholders to advance approvals.
- Construction Document Review 
 Evaluated plans and specs for clarity, code compliance, and bid readiness.
- Cost Estimating & Budget Management 
 Provided cost estimates at key milestones and led value engineering efforts. Developed a 20-year capital reserve plan.
- Bid & Procurement Assistance 
 Supported bid preparation, contractor evaluations, and contract negotiations.
- Construction Oversight 
 Conducted regular site visits and progress meetings, documenting activity and ensuring accountability.
- Change Order & Payment Review 
 Reviewed submittals, pay apps, and proposed scope changes for accuracy and fairness.
- Closeout & Warranty Coordination 
 Managed punchlist completion, closeout documentation, and the one-year warranty inspection.
